RURAL MUNICIPALITY OF ROSEDALE

January 8, 2016

 

Minutes of the regular Meeting of Council of the Rural Municipality of Rosedale held on the above date in the Municipal Office, Neepawa, with the following members present: Reeve Bill Martin, Councillors Ernie Schure – Ward 1, Robert Scott – Ward 2, Steve Pegoski – Ward 3, Ron Kostenchuk – Ward 4, Michael Porrok – Ward 5, Duane Stewart – Ward 6

 

16/01        Kostenchuk – Pegoski

That this regular meeting of Council convene at 10:00 a.m. with Reeve Bill Martin as chairman.

That the minutes of the regular meeting held December 11, 2015 be adopted as circulated.

That we do now adjourn this regular meeting at 10:15 a.m. to hold a public meeting regarding Justin & Dana Menzies Conditional Use Hearing on SE 16-15-15W.

That the Public Hearing be now open at 10:15 am for Justin and Dana Menzies Conditional Use Hearing.

That the Public Hearing be now closed at 10:25 am to reconvene for our regular meeting.

That whereas a hearing was held on Friday, January 8, 2016 to hear representation for or against the proposed Conditional Use Request by Justin Menzies on SE 16-15-15W;

Whereas there was no representation for or against the proposed Conditional Use request.

Now therefore the Council of the Rural Municipality of Rosedale approve the Conditional Use Request to allow for the location of a nonfarm single family dwelling site within the “AG80” Agricultural General Zone providing the following condition is met:

  1. a) any future expansion or alterations to the conditional use would require approval by Council.

That we the Council of the R. M. of Rosedale approve the proposed subdivision by Larry Nicholson on NE 02-15-16W providing the following conditions are met:

  1. That a Conditional Use Order be granted allowing for the non-farm single-family dwelling within the “AG-80” Zone.
  2. That a Variation Order be granted increasing the maximum site from 10 acres to 16.21 acres.

16/08        Be It Resolved that By-law 7-2015 to amend the Rural Municipality of Rosedale Zoning By-law No. 5-88 be read a third time, passed, signed and sealed.

That we agree to pay Taylor Law Office $200.00 for our 2016 retainer fees.

That we agree to pay ½ of our 2016 Neepawa Veterinary Services Board levy in the amount of $2,080.00.

16/11        Porrok – Schure

That Whereas Section 65(2) of the Municipal Act states that Council must designate a year prior to the current year for which properties must be offered for sale to recover the tax sale and costs.

Therefore the Council of the Rural Municipality of Rosedale designate the year 2015 as the tax sale year.

Therefore the Council of the Rural Municipality of Rosedale will sell all properties that are in arrears of taxes for the year 2014.

That we agree to appoint Anthony J. Reid Chartered Accountants Inc. as our municipal auditor for 2016.

That we agree to grant the Municipal Heritage Advisory Committee $100.00 for the 2016 Heritage Tour.

That the following hourly charges be levied for the use of Municipal Machinery for 2016 Custom Work:

Cat – $110.00 for the first hour then $95.00 per hour.

Snowplowing – $1.75 per minute with a minimum charge of $25.00

Patrol – $1.25 per minute with a minimum charge of $25.00.

Tractor & Mower – $60.00 per hour with a minimum charge of $25.00.

Backhoe – $75.00 per hour with a minimum charge of $25.00.

That we agree to grant the Viscount Cultural Council $200.00 for 2015 and in addition we would like to give an in kind donation of $125.00 per month/$1,500.00 per year for storage.

That we agree to pay our pledged $1,500.00 to the Beautiful Plains Community Medical Clinic for the purpose of physician recruitment for 2016.

That we agree to grant the Burrow Trail Arts Council $200.00 for 2016 and in addition we would like to give an in kind donation of $125.00 per month/$1,500.00 per year for storage.

That We the Council of the R. M. of Rosedale grant the Neepawa Kin Club for the January 23rd, 2016 – 7th Annual Trivia Evening $100 from VLT funding.

To be split four ways from VLT Funding:  Ward 1 – $25, Ward 2 – $25, Ward 4 – $25, Ward 5 – $25

That We agree to grant Kidsport $200.00 for 2016 from VLT funds

That we the Council of the R. M. of Rosedale agree to pay $100.00 for our 2016 annual membership to the Riding Mountain Regional Liaison Committee.

16/22        Councillor Porrok called for a recorded vote.

That we the Council of the R. M. of Rosedale agree to offer Kelsey Robinson a trial position as Acting Lead hand position which would be up for review after 3 months with an increase in wages of $1.50 per hour.

Council instructed the CAO to contact the Manager of the Whitemud Watershed to attend the next meeting regarding the French crossing.

Council instructed the CAO to call a surveyor for the Eden gravel pit and J. Williams.
