RURAL MUNICIPALITY OF ROSEDALE

May 8, 2015

Minutes of the regular Meeting of Council of the Rural Municipality of Rosedale held on the above date in the Municipal Office, Neepawa, with the following members present: Reeve Bill Martin, Councillors Ernie Schure – Ward 1, Robert Scott – Ward 2, Steve Pegoski – Ward 3, Ron Kostenchuk – Ward 4, Michael Porrok – Ward 5, Duane Stewart – Ward 6

That this regular meeting of Council convene at 10:00 a.m. with Reeve Bill Martin as chairman.

That Be It Resolved that the Council of the R. M. of Rosedale approve the Agenda for May 8, 2015.

That the minutes of the regular meeting held April 17, 2015 be adopted as circulated.

That we adopt the April 2015 financial statements.

That the Council approve the accounts for the month and amounts as follows:

That we agree to pay our second half of our 2015 Neepawa Veterinary Levy in the amount of $2,080.00.

That we authorize the CAO and Council to attend the June District meeting on Wednesday, June 17, 2015 at Arden Community Hall and that all the allowable expenses be paid.

15/95        Councillor Stewart excused himself from the meeting.

That we do now adjourn our regular meeting at 10:25 am to hold a public hearing regarding Michael and Ullu Alexander Variation Order request on Lot 17, Plan 5036, Village of Kelwood.

That the Public Hearing be now open at 10:30 am for Michael and Ullu Alexander Variation Order Request.

That the Public Hearing be now closed at 10:50 am to reconvene for our regular meeting.

That Whereas a hearing was held on May 8, 2015 at 10:30 am to hear representation for or against the proposed Variation Order Request for Michael and Ullu Alexander on Lot 17, Plan 5035, Village of Kelwood;

And Whereas there was representation for and against the proposed Variation Order;

                  Now Therefore Be It Resolved that the Council of the R. M. of Rosedale approve the Variation Order of the referred setback of the North property boundary of 50 feet be reduced to 0 feet for the location of horse pens providing a Development Agreement is signed between Michael and Ullu Alexander and Duane Stewart, the registered owners and the R. M. of Rosedale;

And Further Be It Resolved that Council of the R. M. of Rosedale approved the Variation Order of the required setback of the North property boundary of 50 feet be reduced to 20 feet for a residential dwelling unit and the required front yard setback of 125 feet be reduced to 78.5 feet for a residential dwelling unit within the AGR “Agricultural-Livestock Restricted Zone”.

That we the Council of the R. M. of Rosedale approve the amendment that was made to the Tile Drainage Policy on May 8th, 2015.

National Health and Fitness Day

Whereas:

  • the Parliament of Canada wishes to increase awareness among Canadians of the significant benefits of physical activity and to encourage Canadians to increase their level of physical activity and their participation in recreational sports and fitness activities;
  • it is in Canada’s interest to improve the health of all Canadians and to reduce the burden of illness on Canadian families and on the Canadian health care system;
  • many local governments in Canada have public facilities to promote the health and fitness of their citizens;
  • the Government of Canada wishes to encourage local governments to facilitate Canadian’s participation in healthy physical activities;
  • the Government of Canada wishes to encourage the country’s local governments, non-government organizations, the private sector and all Canadians to recognize the first Saturday in June as National Health and Fitness Day and to mark the day with local events and initiatives celebrating and promoting the importance and use of local health, recreational, sports and fitness facilities;
  • Canada’s mountains, oceans, lakes, forest, parks and wilderness also offer recreational and fitness opportunities;
  • Canadian Environment Week is observed throughout the country in early June, and walking and cycling are great ways to reduce vehicle pollution and improve physical fitness;
  • declaring the first Saturday in June to be National Health and Fitness Day will further encourage Canadians to participate in physical activities and contribute to their own health and well-being;

Therefore:

We proclaim National Health & Fitness Day in the Rural Municipality of Rosedale as the first Saturday in June.

That we agree to grant the Little Valley Jamboree $200 for their 2015 Jamboree for Special Event.

That we the Council of the R. M. of Rosedale authorize the Ste. Amelie Snowdrifter Club to groom and put up signage in the R. M. municipal ditches and back roads for a snowmobile trail as per their proposed route.  Providing they have their own insurance.

That we grant the Canadian Fallen Heroes Foundation $250.00 towards their project for 2015.
