RURAL MUNICIPALITY OF ROSEDALE

March 11, 2016

Minutes of the regular Meeting of Council of the Rural Municipality of Rosedale held on the above date in the Municipal Office, Neepawa, with the following members present: Reeve Bill Martin, Councillors Ernie Schure – Ward 1, Robert Scott – Ward 2, Steve Pegoski – Ward 3, Ron Kostenchuk – Ward 4, Michael Porrok – Ward 5, Duane Stewart – Ward 6

That this regular meeting of Council convene at 10:00 a.m. with Reeve Bill Martin as chairman.

That Be It Resolved that the Council of the R. M. of Rosedale approve the Agenda for March 11, 2016.

That the minutes of the regular meeting held February 8, 2016 be adopted as circulated.

That the Council approves the accounts for the month and amounts as follows:

That we adopt the February 2016 financial statements.

That we do now adjourn this regular meeting at 10:15 a.m. to hold a public meeting regarding Larry and Brenda Nicholson Variation and Conditional Use Hearing on NE 2-15-16W.

That the Public Hearing be now open at 10:15 a.m. for Larry and Brenda Nicholson Variation Order and Conditional Use Hearing.

That whereas a hearing was held on Friday, March 11, 2016 to hear representation for or against the proposed Variation Order and Conditional Use request by Larry and Brenda Nicholson on NE 2-15-16 W;

Whereas there was no representation for or against the proposed Variation Order and Conditional Use request;

Now therefore, the Council of the Rural Municipality of Rosedale approve the Variation Order and Conditional Use request to allow for the location of a Rural, Non-Farm, Single Family Dwelling Site within the Ag-80 Agriculture General Zone.

That whereas a hearing was held on Friday, March 11, 2016 to hear representation for or against the proposed Conditional Use request by Theresa Rainka and Orest Wisnoski on NE 36-16-16W;

Whereas there was no representation for or against the proposed Conditional Use request;

Now therefore, the Council of the Rural Municipality of Rosedale approve the Conditional Use request to allow for the location of a Small Scale Industry, being the automotive refurbishing shop including associated sales within the “AG-80” Agricultural General Zone providing the following conditions is met:

  1. Any storage of up to 12 derelict vehicles must be in a clean and orderly manner within a fenced compound.

That the Public Hearing be now closed at 10:35 a.m. to reconvene for our regular meeting.

That We the Council of the Rural Municipality of Rosedale approve the proposed subdivision by Kelwood Co-op Steering Committee on NE 10-19-15 WPM PCLS 15 & 16, Plan 5036 NLTO providing the following conditions are met:

  1. That a Variation Order be granted reducing the minimum site area for the residual property from 80 acres to 26.15 acres in the “AG80” zone.

That whereas a hearing was held on Friday, February 12, 2016 to hear representation for or against the proposed Conditional Use Request by Christopher and Sharon Kulbacki on NW 1-16-16W;

Whereas there was no representation for or against the proposed Conditional Use request.

Now therefore the Council of the Rural Municipality of Rosedale approve the Conditional Use Request on March 11, 2016 to allow for the location of a Chemical Warehouse within the “Ag80” Agricultural General Zone providing the following conditions are met:

  1. All buildings used for the chemical warehouse and seed treatment operation receive all necessary development, building and occupancy permits as required by the Neepawa & Area Planning District and the Office of the Fire Commissioner
  2. Any excessive use or repairs of the municipal road or changes to an approach are the cost of the owner.

That the Reeve and CAO be authorized to attend the Mayor, Reeve and CAO meeting in Brandon on Tuesday, April 12, 2016 and that allowable expenses be paid.

That the CAO, Kara Sylvester be authorized to attend the 2016 MMAA Annual Conference in Winnipeg Sunday, April 24 to 27, 2016 and that all allowable expenses be paid.

That Glen Ursel be authorized to attend the 2016 Municipal Weed Issues Meeting in Carberry on Wednesday, March 16, 2016 and that allowable expenses be paid.

16/71        Stewart – Scott

That we agree to pay Sydney Burton a 3% raise in pay as of January 1, 2016.

16/72        Kostenchuk – Pegoski

That we agree to pay the Little Saskatchewan River Watershed Conservation District their 2016 levy in the amount of $19.40.

16/73        Scott – Schure

That we the Council of the Rural Municipality of Rosedale agree to pay ½ of our 2016 Whitemud Watershed Levy in the amount of $12,611.73.

That we the Council of the R. M. of Rosedale accept the following tenders for hauling gravel for 2016:

  1. Baker Backhoe

Ward 1 $3.10 per yard hauling

Ward 2 $3.10 per yard hauling

Ward 5 $3.75 per yard hauling

  1. Kuyp Excavating

Ward 3 $3.40 per yard hauling

Ward 4 $3.40 per yard hauling
