RURAL MUNICIPALITY OF ROSEDALE

January 9, 2015

Minutes of the regular Meeting of Council of the Rural Municipality of Rosedale held on the above date in the Municipal Office, Neepawa, with the following members present: Reeve Bill Martin, Councillors Ernie Schure – Ward 1, Robert Scott – Ward 2, Steve Pegoski – Ward 3, Ron Kostenchuk – Ward 4, Michael Porrok – Ward 5, Duane Stewart – Ward 6

15/01        Scott – Stewart

That this regular meeting of Council convene at 10:00 a.m. with Reeve Bill Martin as chairman.

15/02        Pegoski – Porrok

That the minutes of the regular meeting held December 12, 2014 be adopted as circulated.

15/03        Pegoski – Schure

That the Council approve the accounts for the month and amounts as follows:

General           Water

December 2014          $203,711.66        $5,822.77

15/04        Schure – Scott

That we adopt the December 2014 financial statements.

CARRIED

15/05        Kostenchuk – Pegoski

That we agree to pay ½ of our 2015 Neepawa Veterinary Services Board levy in the amount of $2080.00.

15/06        Scott – Porrok

That we agree to pay Taylor Law Office $200.00 for our 2015 returned fee.

CARRIED

15/07        Pegoski – Kostenchuk

That the following hourly charges be levied for the use of Municipal Machinery for 2015 Custom Work:

Cat – $110.00 for the first hour then $95.00 per hour.

Snowplowing – $1.75 per minute with a minimum charge of $25.00

Patrol – $1.25 per minute with a minimum charge of $25.00.

Tractor & Mower – $60.00 per hour with a minimum charge of $25.00.

Backhoe – $75.00 per hour with a minimum charge of $25.00.

15/08        Porrok – Schure

That Whereas Section 65(2) of the Municipal Act states that Council must designate a year prior to the current year for which properties must be offered for sale to recover the tax sale and costs.

Therefore the Council of the Rural Municipality of Rosedale designate the year 2014 as the tax sale year.

Therefore the Council of the Rural Municipality of Rosedale will sell all properties that are in arrears of taxes for the year 2013.

That we agree to appoint Anthony J. Reid Chartered Accountants Inc. as our municipal auditor for 2015.

That we agree to grant the Municipal Heritage Advisory Committee $100.00 for the 2015 Heritage Tour.

15/11        Kostenchuk – Scott

That we agree to grant the Burrow Trail Arts Council $200.00 for 2015 and in addition we would like to give an in kind donation of $125.00 per month/$1,500.00 per year for storage.

15/12        Stewart – Schure

That we agree to grant the Viscount Cultural Council $200.00 for 2015 and in addition we would like to give an in kind donation of $125.00 per month/$1,500.00 per year for storage.

15/13        Kostenchuk – Stewart

That we the Council of the R. M. of Rosedale authorize the Reeve and CAO to sign the 2015 to 2016 Collective Agreement.

15/14        Pegoski – Porrok

That we agree to pay our 2015 membership to the Hudson Bay Route Association of $300.00.

15/15        Porrok – Pegoski

That we agree to grant the HAND Committee $894.85 which represents 55 cents per capita for 2015 for their programs.

15/16        Scott – Stewart

That we agree to pay our pledged $1500.00 to the Beautiful Plains Community Medical Clinic for the purpose of physician recruitment for 2015.

15/17        Pegoski – Schure

That we the Council of the R. M. of Rosedale grant the Birnie Community Club $2000.00 from VLT (divided by six).

Correspondence:

Municipal Government – 2014 Federal Gas Tax $41,857.22 (2nd payment)

Neepawa & Area Planning District – minutes of December 17/14

Minister of Municipal Government – funds available for membership as a result of the amalgamation

Conservation & Water Stewardship – Kelwood, Eden and Elk Ranch Waste Disposal Permits

Adrian deGroot – Mayor – introducing himself and looking forward to working with our Council.

Kelwood Garage Committee – request Municipality take over ownership of Kelwood Garage building.

Community & Regional Planning – approval of proposal to subdivide Pt. NW 22-17-15W (Friesen)

Council instructed that a letter be sent to the Kelwood Garage Committee advising that Council is not interested in taking over ownership.

That we do now adjourn this regular Council meeting at 11:45 am to meet again for our regular meeting on Friday, February 13, 2015 at 10:00 a.m.
