Minutes of the regular Meeting of Council of the Rural Municipality of Rosedale held on the above date in the Municipal Office, Neepawa, with the following members present: Reeve Bill Martin, Councillors Ernie Schure – Ward 1, Robert Scott – Ward 2, Steve Pegoski – Ward 3, Ron Kostenchuk – Ward 4, Michael Porrok – Ward 5, Duane Stewart – Ward 6

That this regular meeting of Council convene at 10:00 a.m. with Reeve Bill Martin as chairman.
18/02 Stewart – Scott
That Be It Resolved that the Council of the R. M. of Rosedale approves the Agenda for January 12, 2018.
18/03 Pegoski – Porrok
That the minutes of the regular meeting held December 8, 2017 be adopted as circulated.
18/04 Scott – Stewart
That we adopt the December, 2017 financial statements.
18/05 Scott – Porrok
That Council approves the accounts for the month and amounts as follows:
December 2017 $1, 41,479.82 $1,918.28

That we agree to pay ½ of our 2018 Neepawa Veterinary Services Board levy in the amount of $3,120.00.
18/07 Pegoski – Porrok
That we agree to pay Taylor Law Office $200.00 for our 2018 retainer fees.

That we do now adjourn this regular meeting at 10:15 am to hold a public hearing regarding Robert and Betty Bold and the R. M. of Rosedale on SE 04-16-15W.

That the Public Hearing be now open at 10:15 a.m. for Robert and Betty Bold and the R. M. of Rosedale Variation Order Hearing.

That the Public Hearing be now open at 10:25 a.m. for Victor and Hazel Deacon Conditional Use Hearing.

That the Public Hearing be now closed at 10:30 am to reconvene for our regular meeting.

WHEREAS a hearing was held on Friday, January 12, 2018 to hear representation for or against the proposed Variation Order request by Robert and Betty Bold and the R. M. of Rosedale on SE 4-16-15W;
NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of Rosedale approve the Variation Order request to allow the minimum site are for a Public Utilities Building of 0.5 acres be reduced to 0.23 acres within the AG-80 Agriculture General Zone to locate a pump building for the municipal rural water line project.
1/13 Pegoski – Kostenchuk
WHEREAS a hearing was held on Friday, January 12, 20018 to hear representation for or against the proposed Conditional Use request by Victor and Hazel Deacon on SW 5-15-16W;
NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of Rosedale approve the Conditional Use request to allow for the location of a Rural Non-farm Single Family Dwelling site within the “AG-80” Agricultural General Zone.
1/14 Pegoski – Kostenchuk
That we agree to appoint Anthony J. Reid Chartered Accountants Inc. as our municipal auditor for 2018.
1/15 Stewart – Scott
That we agree to grant the Burrow Trail Arts Council $200.00 for 2018 and in addition we would like to give an in kind donation of $125.00 per month/$1,500.00 per year for storage.
1/16 Scott – Porrok
That we the Council of the R. M. of Rosedale provide up to $30,000 backing for the Community Clinic Committee to hold a Leisure Lotto event in 20 18.
1/17 Kostenchuk – Pegoski
That we agree to grant the Viscount Cultural Council $200.00 for 2018 and in addition we would like to give an in kind donation of $125.00 per month/$1,500.00 per year for storage.
1/18 Scott – Stewart
That we the Council agree to grant the Birnie Nursery $4000.00 for VLT funds in 2018.

That Whereas Section 65(2) of the Municipal Act states that Council must designate a year prior to the Current year for which properties must be offered for sale to recover the tax sale and costs.
Therefore the Council of the Rural Municipality of Rosedale designate the year 2017 as the tax sale year.
Therefore the Council of the Rural Municipality of Rosedale will sell all properties that are in arrears of taxes for the year 2016.

That we the Council of the R. M. of Rosedale grant the Mountain Road Hall $3900.00 form VLT Funds.

Whereas pursuant to Section 372 of the Municipal Act, a municipality may set a reserve bid in the amount of the tax arrears and costs in respect of the property;
Be It Resolved that the Municipality place a reserve bid on the property in the amount of all arrears and costs in respect to each property and that the CAO be authorized to bid on the property.

That we the Council agree to sponsor the Neepawa and District Chamber of Commerce 2018 AGM for the amount of $200.00.
1/23 Kostenchuk – Pegoski
That we the Council agree to pay the Riding Mountain UNESCO World Biosphere Reserve $200.00 in 2018.
1/24 Pegoski – Kostenchuk
That we authorize Kara Sylvester, CAO to attend the 2018 MMAA Finance Workshop in Portage la Prairie, MB on January 18 – 19, 2018 and that allowable expenses be paid.
1/25 Scott – Porrok
That we authorize Nadine Kulbacki and Lois Graham, EMO Coordinator at attend the 2018 Municipal Emergency Workshop in Brandon, MB on January 24, 2018 and that allowable expenses be paid.
1/26 Porrok – Pegoski
That we the Council of the R. M. of Rosedale agree to support the Beautiful Plains Community Foundation by donating $700.00 to the February 10, 2018 NHL Hat Auction.

That we the Council agree to grant NACTV $200.00 in 2018.

That we the Council of the R. M. of Rosedale agree to grant the Manitoba Crime Stoppers Association $167.20 to help defray the website maintenance and administration costs in 2018.

That By-law 1-2018 being a by-law to establish campaign expenses and contributions now be read a first time.

That we the Council agree to give Sydney Burton a raise of 2% in 2018.

That we the Council agree to grant Neepawa Area Collegiate Institute $500.00 for the Rosedale Centennial Scholarship in 2018.

That the following hourly charges be levied for the use of Municipal Machinery for 2018 Custom Work:
Cat – $120.00 for the first hour then $100.00 per hour.
Snowplowing – $1.75 per minute with a minimum charge of $25.00
Patrol – $1.25 per minute with a minimum charge of $25.00.
Tractor & Mower – $60.00 per hour with a minimum charge of $25.00.
Backhoe – $75.00 per hour with a minimum charge of $25.00.

That we the Council of the R. M. of Rosedale agree to pay out the remainder of Kara Sylvester’s 6 days’ worth of banked time for 2017.
