RURAL MUNICIPALITY OF ROSEDALE

January 10, 2014 

Minutes of the regular Meeting of Council of the Rural Municipality of Rosedale held on the above date in the Municipal Office, Neepawa, with the following members present: Reeve Ed Levandoski, Councillors Stacy Ellis, Ward 1, Robert Scott – Ward 2, Steve Pegoski – Ward 3, Ron Kostenchuk – Ward 4, Michael Porrok – Ward 5, Barry Kohinski – Ward 6 

14/01        Kohinski – Kostenchuk

                  That this regular meeting of Council convene at 10:00 a.m. with Reeve Ed Levandoski as chairman.

                  CARRIED

14/02        Pegoski – Kostenchuk

                  That the minutes of the regular meeting held December 13, 2013 and the special meeting held December 19, 2013 be adopted as circulated.

                  CARRIED

14/03        Pegoski – Porrok

                  That we adopt the December 2013 financial statements.

                  CARRIED

14/04        Scott – Porrok

                 That the Council approve the accounts for the month and amounts as follows:

14/05        Kohinski – Scott

                  That we agree to pay ½ pay of our 2014 Neepawa Veterinary Services Board levy in the amount of $2,080.00.

                  CARRIED

14/06        Scott – Ellis

                  That we agree to pay Taylor Law Office $200.00 for our 2014 retainer fees.

                  CARRIED

14/07        Scott- Pegoski

                  That Whereas Section 65(2) of the Municipal Act states that Council must designate a year prior to the current year for which properties must be offered for sale to recover the tax sale and costs.

                  Therefore the Council of the Rural Municipality of Rosedale designate the year 2012 as the tax sale year.

                  Therefore the Council of the Rural Municipality of Rosedale will sell all properties that are in arrears of taxes for the year 2012.

14/08        Scott – Kohinski

                  That the following hourly charges be levied for the use of Municipal Machinery for 2014 Custom Work:

                  Cat – $110.00 for the first hour then $95.00 per hour.

                  Snowplowing – $1.75 per minute with a minimum charge of $25.00

                  Patrol – $1.25 per minute with a minimum charge of $25.00.

                  Tractor & Mower – $60.00 per hour with a minimum charge of $25.00.

                  Backhoe – $75.00 per hour with a minimum charge of $25.00.

14/09        Pegoski – Kostenchuk

                  That we agree to grant the Viscount Cultural Council $200.00 for 2014 and in addition we would like to give an in kind donation of $125.00 per month/$1,500.00 per year for storage.

14/10        Ellis – Pegoski

                  That we agree to grant the Municipal Heritage Advisory Committee $100.00 for the 2014 Heritage Tour.

                  CARRIED

14/11        Pegoski – Ellis

                  That we agree to grant the Burrow Trail Arts Council $200.00 for 2014 and in addition we would like to give an in kind donation of $125.00 per month/$1,500.00 per year for storage.

                  CARRIED

14/12        Kohinski – Kostenchuk

                  That we the Council of the R. M. of Rosedale will not be requesting Grant-in-aid for 2014 for the Village of Riding Mountain.

                  CARRIED

14/13        Scott – Porrok

                  That we agree to appoint Anthony J. Reid Chartered Accountants Inc. as our municipal auditor for 2014.

                  CARRIED

14/14        Pegoski – Porrok

                  That we the Council of the R. M. of Rosedale will not be requesting Grant-in-aid for 2014 for the Village of Kelwood.

                  CARRIED

14/15        Porrok – Scott

                  That we agree to pay our 2014 membership to the Hudson Bay Route Association of $300.00.

                  CARRIED

14/16        Kohinski – Scott

                  That By-law 3-2013 be read a second time.

                  CARRIED

14/17        Pegoski – Ellis

                  That By-law 3-2013 be read a third time, passed, signed and sealed.

                  That we agree to grant Kidsport $150 for 2014 from general funds.

14/19        Pegoski – Porrok

                  That we agree to grant $300 to the B.P.C.F. for their 2014 Time and Talent Show.

14/20        Scott – Kohinski

                  That we agree to purchase a 2014 Degleman REV 1500 Mower from DionCo Sales for the amount of $17,489.73 including taxes and the trade-in of our 2012 Mower.

                  CARRIED

14/21        Scott – Porrok

                  That we agree to purchase a 2013 160M AWD Motor Grader from Toromont Cat for a price of $147,500 (which includes a new wing) plus taxes as per quote.

14/22        Kostenchuk – Pegoski

                  That we agree to grant the Kelwood Ag Society $500 for 2014.

                  Ward 1, 2, 3, 4, 5 – $100

                  That we grant the Kelwood Ag Society – $300 for the 2014 Cattle Show.
